Ian Carruthers

Chief Executive Officer, INPRF

Ian Carruthers became the inaugural CEO of the International Non-Profit Reporting Foundation (INPRF) in September 2025. He chaired the IFR4NPOs project Technical Advisory Group (TAG) that oversaw the development of the International Non-Profit Accounting Standard (INPAS), from the Group’s first meeting in October 2019.

Prior to becoming Chair of the International Public Sector Accounting Standards Board (IPSASB) in 2016, Ian joined CIPFA as its Policy and Technical Director in 2006. During his time at CIPFA, Ian was a member of the UK Accounting Standards Board’s Committee on Accounting for Public Benefit Entities, (including charities) for eight years, as well as leading the technical team responsible for developing the UK Charities SORP.

On a volunteer basis, for a number of years Ian was Chair of the Board of a touring theatre company, and the Finance Committee of a registered social landlord, both of which were registered charities.
